In a crowded field house at the Community College of Rhode Island, over 400 educators, students, allies and supporters of CASO cheer when the Rhode Island Board of Governors for Higher Education (RIBoG) votes unanimously to adopt a new policy that would allow undocumented students to qualify for in-state tuition.
